The easiest way is to get them from Legendary loot midgets in ultra vault hunter mode. I have also heard they have a higher chance of dropping from badass human enemies but I have not seen that personally.
Both of those are correct, I've gotten 3 from farming the loot midgets and the rest I have from badass humans. I've been very lucky though and have been playing with a full party so that probably helped a lot.
Do not do the drs orders mission. Leave it open and continue all the way to where bloodwing was first kept. In the storage room are 4 boxes and one holds an echo recorder. The loot midgets that jump out of those boxes have a high drop rate. Just save and quit and head back to those boxes to continue farming. So do not collect the echo recorders until you are done farming.
Also helps if you have the natural selection annex since you can go back inside and start from there saving you about 5 minutes
